Carbon Reduction Policy
Carbon Reduction Plan guidance
Notes for completion
Where an in-scope organisation has determined that the measure applies to the procurement, suppliers wishing to bid for that contract are required, as a condition of participation, to submit a CRP which details their organisational carbon footprint and confirms their commitment to achieving net zero by 2050.
CRPs are to be completed by the bidding supplier and must meet the reporting requirements set out in supporting guidance and include the supplier’s current carbon footprint and its commitment to reducing emissions to achieve net zero emissions by 2050.11
The CRP should be specific to the bidding entity, or, provided certain criteria are met, may cover the bidding entity and its parent organisation. In order to ensure the CRP remains relevant, a CRP covering the bidding entity and its parent organisation is only permissible where the detailed requirements of the CRP are met in full, as set out in the Technical Standard12 and Guidance, and all of the following criteria are met:
- the bidding entity is wholly owned by the parent
- the commitment to achieving net zero by 2050 for UK operations is set out in the CRP for the parent and is supported and adopted by the bidding entity, demonstrated by the inclusion in the CRP of a statement that this will apply to the bidding entity
- the environmental measures set out are stated to be able to be applied by the bidding entity when performing the relevant contract
- the CRP is published on the bidding entity’s website
Bidding entities must take steps to ensure they have their own CRP as soon as reasonably practicable and should note that the ability to rely on a parent organisation’s CRP may only be a temporary measure to satisfy this particular condition of participation.
The CRP should be updated regularly (at least annually) and published and clearly signposted on the supplier’s UK website. It should be approved by a director (or equivalent senior leadership) within the supplier’s organisation to demonstrate a clear commitment to emissions reduction at the highest level. Suppliers may wish to adopt the objectives of the CRP within their strategic plans.
A template for the CRP is set out below. Please complete and publish your CRP in accordance with the reporting standard published alongside this PPN.
11 ‘Bidding supplier’ or ‘bidding entity’ means, for the purpose of this guidance, the organisation with whom the Contracting Authority will enter into a contract if it is successful.

Commitment to achieving net zero
Tru Hair T/A Pink Hair Solutions is committed to achieving net zero emissions by 2050.
Baseline emissions footprint
Baseline emissions are a record of the greenhouse gases that have been produced in the past and were produced prior to the introduction of any strategies to reduce emissions.
Baseline emissions are the reference point against which emissions reduction can be measured.
| Baseline year: 2025 | |
| Additional details relating to the baseline emissions calculations: | |
Baseline emissions have been estimated using available business utility records, fuel usage, staff travel estimates, courier and supplier information, and operational expenditure data.
As this is Tru Hair Ltd’s first formal carbon assessment, some figures are based on reasonable estimates using UK Government greenhouse gas conversion factors.
The reporting period used for the baseline assessment is January 2025 to January 2026, providing a full calendar year of operational data for emissions reporting purposes. | |
| Baseline year emissions: 2025 | |
| Emissions | Total (tCO2e) |
| Scope 1 | 0.13 |
| Scope 2 | 4.45 |
| Scope 3 (**included sources) | 155.43 |
| Total emissions | 160.01 |
Current emissions reporting
| Reporting year: 2025 | |
| Emissions | TOTAL (tCO2e) |
| Emissions | Total (tCO2e) |
| Scope 1 | 0.13 |
| Scope 2 | 4.45 |
| Scope 3 (**included sources) | 155.43 |
| Total emissions | 160.01 |
**Scope 3 emissions have been calculated to include key upstream and operational activities relevant to the business, specifically third-party transportation and distribution (including courier and freight shipping), employee travel and commuting, as well as purchased goods and services. These categories represent the most material Scope 3 sources within the organisation’s operational boundary and have been included to ensure a representative assessment of indirect emissions.
PURCHASED GOODS & SERVICES → 130.0 TCO₂E
TRANSPORT & DISTRIBUTION → 0.519 TCO₂E
EMPLOYEE COMMUTING → 19.96 TCO₂E
WASTE GENERATED IN OPERATIONS → 4.95 tCO₂e
Purchased Goods and Services emissions are estimated using a spend-based approach aligned with the GHG Protocol and DEFRA conversion factors, based on average annual spend and country of origin of goods. Figures are indicative and subject to refinement as supplier-specific data improves.
Emissions reduction targets
In order to continue our progress to achieving net zero, we have adopted the following carbon reduction targets.
We project that carbon emissions will decrease over the next five years to approximately 112.0 tCO₂e by 2030. This represents an estimated reduction of approximately 30% against the 2025 baseline emissions of 160.01 tCO₂e.
The organisation aims to achieve these reductions through operational energy efficiency improvements, increased waste reduction and recycling initiatives, lower-emission travel practices, improved supplier engagement, and ongoing monitoring of environmental performance.
Indicative emissions reduction pathway by scope:
| Emissions Scope | 2025 Baseline | 2030 Target | Estimated Reduction |
| Scope 1 | 0.13 tCO₂e | 0.09 tCO₂e | 31% |
| Scope 2 | 4.45 tCO₂e | 1.80 tCO₂e | 60% |
| Scope 3 | 155.43 tCO₂e | 110.11 tCO₂e | 29% |
Total emissions reduction target:
| Total Baseline | 2030 Target | Estimated Reduction |
| 160.01 tCO₂e | 112.0 tCO₂e | 30% |
Carbon reduction projects
Completed carbon reduction initiatives
The following environmental management measures and projects have been completed or implemented since the 2025 baseline. The carbon emission reduction achieved by these schemes equate to 0.0 tCO2e, a 0% reduction against the 2025 baseline and the measures will be in effect when performing the contract.
As this is Tru Hair Ltd’s first formal Carbon Reduction Plan and reporting period, a measurable year-on-year reduction cannot yet be fully quantified. The baseline year and current reporting year are being established to support future emissions tracking and reduction monitoring.
Despite this being the organisation’s first formal reporting year, Tru Hair Ltd has already implemented several environmental management measures aimed at reducing energy consumption and operational waste, including:
- Installation of automatic sensor lighting in selected areas of the clinic to reduce unnecessary electricity usage.
- Ensuring electrical equipment and appliances are switched off and unplugged outside of operating hours wherever possible.
- Active management of gas central heating systems through programmable thermostatic controls, with heating switched off when premises are not in use.
- Encouraging lower-emission travel methods for staff, including the use of electric and mild hybrid electric vehicles (MHEV), public transport, and ride-sharing arrangements.
- Recycling of paper and cardboard waste across business operations.
- Use of a certified waste management provider, First Mile, to support responsible waste collection and disposal practices.
- Minimising the use of single-use plastics throughout business activities where practical.
- Reducing paper usage through expanded digital record keeping, consultations, and communication systems.
These measures form part of the organisation’s ongoing commitment to improving environmental sustainability and reducing carbon emissions over future reporting periods.
Future carbon reduction initiatives
In the future, Tru Hair Ltd hopes to implement further carbon reduction and environmental sustainability measures, including:
- Further upgrading to energy-efficient LED lighting across all clinic and office areas.
- Increasing the use of smart energy management systems to better monitor and reduce electricity and heating consumption.
- Exploring renewable energy tariffs and greener energy suppliers where commercially viable.
- Working with suppliers and couriers to encourage reduced packaging waste and more sustainable delivery methods.
- Reviewing opportunities to source more environmentally responsible products and materials where suitable for operational requirements.
- Expanding recycling initiatives across all business premises.
- Encouraging continued use of lower-emission travel options, including electric vehicles, public transport, and shared travel arrangements.
- Continuing to review and monitor emissions data annually to identify further opportunities for carbon reduction and operational efficiencies.
These initiatives will support the organisation’s ongoing commitment to achieving Net Zero emissions by 2050.
